Clean Water, Land & Legacy
Minnesotans Demonstrate Strong Support for Clean Water
Minnesota voters have consistently shown that clean water isn’t just a priority, it’s a core value.

In November 2008, during an economic recession, Minnesotans overwhelmingly approved the Clean Water, Land & Legacy Amendment, passing it by a 56% to 44% margin to constitutionally dedicate three-eighths of one percent (or 0.375%) of state sales tax to environmental stewardship, including water protection. With these ballot results, voters sent a clear message: safeguarding lakes, rivers, streams, and groundwater is worth the investment.
The Legacy Amendment directs dedicated funding across four key areas - clean water, habitat and parks, arts and cultural heritage, and outdoor recreation - supporting a wide range of local and statewide initiatives such as water quality improvements, wetland and habitat restoration, conservation easements, and educational outreach, all designed to benefit both current residents and future generations.
